Iqbal Shani Bali Khiara: Pakistan’s Most Wanted Militant Lynchpin Killed

May 4, 2023
By Riccardo Valle, Ihsanullah Tipu Mehsud and Iftikhar Firdous

Khiara was a prominent militant commander and planner of several high-profile attacks in Pakistan who used to work for multiple major jihadist outfits in the region. While he had been eluding security forces for years, he was killed on May 4 during a police raid.

In 2021, the Pakistani government released a Red Book which consisted of names of the country’s most wanted terrorists. Among these, it also mentioned Mohammad Iqbal aka Bali Khiara (S. No. 40) with a head bounty. As per the Red Book, Iqbal hailed from district Dera Ismail Khan, Southern Khyber Pakhtunkhwa, and he was a target killer for the Tehreek-e-Taliban Pakistan (TTP) and TTP’s Jamaat-ul-Ahrar faction.
“Two militants got killed in a police raid in the jurisdiction of University Police Station, Dera Ismail Khan. Subsequently, one of them turned out to be the most wanted Bali Khiara. Further details will be shared afterwards”, the District Police Chief of Dera Ismail Khan, Abdul Rauf Qaisrani told The Khorasan Diary on the phone. Bali Khiara was declared dead almost 11 times previously by security officials who later turned out to be alive.
However, authorities were able to confirm Iqbal’s identity due to the identification mark on his left hand, as a senior government official told The Khorasan Diary.

Identification mark on Iqbal’s left hand
TTP has confirmed the killing of the dreaded militant commander, Bali Khiara, during an encounter with the police in Dera Ismail Khan this morning. “Yes, he has been martyred. In the picture, the one with the handkerchief is Iqbal aka Shani Bali Khiara, while the other one is Maulvi Javeed”, a high-ranking TTP commander told The Khorasan Diary on the phone.
However, a former TTP Jamaat-ul-Ahrar faction member and current TTP so-called Zhob governor, Sarbakaf Mohmand, while speaking to The Khorasan Diary, rejected claims that Bali Khiara had been part of Jamaat-ul-Ahrar. “I am not aware of his past affiliation with our group,” Sarbakaf told The Khorasan Diary on the phone from an undisclosed location.

“We have been tracing him for years, but he was a perfect impersonator who kept on changing his whereabouts and appearance. In the past, multiple attempts were made to hunt him down; however, he always added an element of surprise. The nine lives of a cat perfectly fitted on him”, a senior security official from the region told The Khorasan Diary on condition of anonymity.

Iqbal aka Bali Khiara (TKD archive)
He masterminded 7 suicide attacks including a twin suicide bombing in August 2008 which targeted the Shia community in Dera Ismail Khan’s main hospital. He was wanted for 26 accounts of targeted killings, and he was also involved in multiple cases of kidnapping and killing of police officials and their family members.
Bali Khiara was considered a jihadist lynchpin, carrying loose affiliation with several militant outfits in the region, including TTP, and Al-Qaida in the Indian Subcontinent (AQIS), while being a prominent commander of Lashkar-e-Jhangvi (LeJ).

Balochistan has been in the throes of a strange mix of violence for decades. This violence has partly been fuelled by religious and sectarian extremism, and partly by a chronic sense of deprivation among its impoverished population exploited by hostile agencies to keep the province in turmoil in their attempts to destabilise Pakistan.
Sunday's arrest comes days after former BLA activists Falak Sher Marri and Javed Marri asked their ex-compatriots to lay down their arms and rejoin mainstream society.
In a video message last week, Falak Sher said he had become affiliated with the BLA in 2001 and left it in 2015, rejoining the national mainstream society. He said that the security forces had assisted him a great deal during this process.
“My brother was released. My job was restored as well,” he continued. Falak Sher said following in his footsteps, more BLA militants quit the banned outfit.

8 dacoits killed in operation in Sindh’s riverine area: Kashmore police

Mohammad Hussain Khan Published July 28, 2023 Updated about 10 hours ago

Eight dacoits were killed in an operation in Kashmore’s riverine area, near the Sindh-Punjab border, on Friday, according to local police.
Shikarpur Senior Superintendent of Police (SSP) Amjad Ahmed Shaikh, who is also the acting Kashmore SSP, told Dawn.com that eight dacoits with bounties on their heads were killed in the operation.
He said the slain dacoits also included Soomar Shar, whose brother was allegedly killed by Ghotki police last year.
SSP Shaikh said Sindh police had trapped the gang by organising a party through a mutual associate who hosted the dacoits but was communicating with the Kashmore police.

According to Shaikh, the dacoits were involved in honey trap cases and one among them, Janu, used to lure prospective hostages to the riverine area in order to hold them captive.
Meanwhile, police from Punjab claimed that one of the slain men was actually their informant, Usman Chandio.
“He was present in the party when the dacoits were ambushed with his help,” Rahimyar Khan SSP Rizwan Umar Gondal told Dawn.com.
“Police in Kashmore did not provide us with an armoured personnel carrier and so, he was brutally killed by dacoits when he tried to flee. The video of his murder has gone viral,” the SSP said.
Gondal maintained that Chandio resided in Rahim Yar Khan, in Zahir Pir police station’s precinct, and had served a jail term with Jamil Indher, Janu’s brother. He added that the Rahim Yar Khan police could not retrieve his body.
A grand operation is currently under way in Sindh’s riverine areas to clear them of dacoits. The operation was approved by the Sindh cabinet in March.
Earlier this month, Sindh Inspector General of Police Ghulam Nabi Memon had said that most-wanted dacoits were being killed in ambushes, carried out on the basis of intelligence reports.

‘Most-wanted’ dacoits being killed in ambushes, says Sindh police chief

M.B. Kalhoro Published July 4, 2023

LARKANA: Sindh Inspector General of Police Ghulam Nabi Memon has said that most-wanted dacoits were being killed in ambushes, carried out on the basis of intelligence reports. Such targeted actions in the riverine areas of upper Sindh were continuing, he said.
The IGP was speaking to Dawn after chairing a meeting of senior police officers of Larkana and Sukkur ranges here on Sunday.
Lately, five successful ambushes were carried out in four dacoit-infested districts, he said, adding that 57 dacoits were killed within a span of six months.
The meeting took stock of the situation in the riverine areas of Kandhkot-Kashmore, Ghotki, Shikarpur and Jacobabad districts where a massive operation to wipe out criminal gangs is under way.

The law and order in the Larkana and Sukkur police ranges and future strategies to flush out dacoits from the riverine areas were also discussed.
Assures officers of APCs’ availability as per requirement
The Sukkur DIG, who holds the charge of Larkana range, and Larkana SSP gave a briefing to the IGP in the presence of the Sukkur SSP and SPs of the CTD and Special Branch.
The issue of Armoured Personnel Carriers (APC) also featured at the meeting.
Speaking to Dawn, the IGP refuted media reports that put the number of persons still held hostage by outlaws in the four districts at 35-40.
As a matter of fact, the number is only 15 and a verified list shows that 12 of them were kidnapped from Kandhkot-Kashmore, two from somewhere outside the district and one from Shikarpur district, according to the IGP.
He said that the outlaws had increased their criminal activities to push back the police force, but the latter were maintaining immense pressure on them.
About the “honey trap” used to kidnap people, he said the Ghotki district side had been completely blocked by police due to which the number of such cases had declined. Due to the extensive network of police pickets in Kashmore, there have now been fewer cases of physical kidnapping.
In reply to a question, he said that 190 police pickets had already been set up along the left bank of River Indus, from where the China-Pakistan Economic Corridor (CPEC) passes, to contain movement and activities of outlaws.
“In view of the success of the scheme and strategy, we are moving forward to establish police pickets along the right bank of the Indus as well.”

Regarding the issue of APCs, IGP Memon termed the vehicles ‘lifeline’ of personnel, and said that officers had been asked to let him know about their requirement and the same would be provided. “Funds for the APCs is no issue,” he said, adding that the required funds would be made available to the police.
